    IIRC, Viton has very good UV resistance, though the elastic properties aren't as good as Buna-N. They are a bit stiffer. May be worth a try.

    Andrew is right on target I know a fabricator who prototypes everything in wood before he ever orders any metal. Cheap, strong, easy to work, and functional.

    Foam instead of bubble I would suggest going to an office supply store and getting a small roll of cohesive foam to repack the frame. Cohesive foam only sticks to itself. If cohesive isn't available, plain foam with tape will work. There is a reason the frame was originally wrapped in foam...

    Thought Would adifferentbent's solution work if rubber washers and nylon lock nuts were used on the lower arms, upper arms, and rack brace? Tighten the lock nuts enough to slightly compress the rubber washers, which should eliminate rattling, while allowing enough pivot to prevent suspension...

    Here I go again... I wonder if one wants to mount the brackets outside of the fork if the upper arms can be made to work by using the left bracket on the right and vice versa. If the upper arm tabs are offset from the centerline of the bracket itself, this may work? I dunno...
