Kit, I use a seat-post mount rack with regular panniers. Works like a charm. An inexpensive version of the rack made by Bell is available at Walmart or the likes for around $20. Ive got a couple that I have tried. Use a bent up cycles seat bag for extra storage too.

Ive successfully used a paint pen on numerous occasions for touch-up. They are available in a wide variety of colors from your local hobby store. IMO easier to use than the polish brush because you can dab on a thinner coat that spreads better and is smoother lacking brush marks.
