I should have mentioned - I should have mentioned - since the wobbling went away I routinely hit 38 on my morning commute (same hill) and have once breached the 50MPH mark just like Ken M. and the ride was stiff, responsive, and solid. 50MPH on a Sofrider is impressive.

I use a cross-section of 2x1 3/8 inner-tube as a parking brake on my Silvio but it can be a little difficult to grab, especially with gloves. I make do. You could also use things like LiveStrong bracelets or you could order one of these. http://bikebrake.com/ Looks like it has some nice features.
