adjusting head rest

will adjusting headrest out increase the head to be in a more upright position. I have mine all the way in and my view seems to be up at the sky rather than on the road.This is also causing some discomfort in the neck.Trying to get the bike as comfortable as I can so any help appreciated.

The headrest should be

The headrest should be holding the base of your skull. Your head should be held more upright this allowing you to look forward more easily NOT facing up the sky! Try some different settings without going out on the road. You should not need to tighten the clamp for roughly checking position of your head.
