My current setup: Small children's backpack worn on my chest for wallet, adjustment tools, lock, and water bladder with hose leading right to my mouth. Plastic coffee container behind headrest for everyday stuff. When I travel I strap my bivy sack, sleeping bag and pad behind the headrest. Tennis racket covers behind/under the seat for more storage. These required no cutting, sewing, hardware, or anything. They are mounted using the shoulder straps they came with.

I haven't seen anyone else use a children's backpack turned chestpack. It has so much going for it! When I dismount my bike my lock and tools are all right in front of me making adjustments and locking/unlocking fast. I don't have to take off any bags or anything at all to pick up some groceries; I just walk into the store and my pack and wallet are already going with me. It provides a NOTICABLE aerodynamic advantage. It's a great place to store the dense things like a water bladder (with the hose leading up out of the top of the pack below my chin for instant access), a U-lock, cell phone etc. This is because the heavy things will move around less on my chest than they would if they were behind or below my seat. When turning and maneuvering my bike the bike undergoes more rotational and translational acceleration than I do. This is because a rider must move and lean the bike underneath him to supply the necessary later forces for balance and turning. With the dense items resting on my chest I feel much more stable through zigs and zags.
 
The bottom of my pack is about two inches away from the handlebar clamp. When I lean forward the back goes forward and sometimes rests on the top of the boom.

Better than "why is that grown man carrying a kids backpack?"

Tennis racket bag is a good idea, my son has a couple of those, might have to try it. Not that I actually need it yet, I just go for short rides and the one bag for the back rack works fine, but you never know.

Those racket covers fit like they were manufactured for that purpose!

I know, right?! I'm very pleased with them so far.

I forgot one negative of the chestpack; it looks horrendously stupid. Worse than a fanny-pack (which I've used with my Quest). That's saying a lot.

You know what you really need? A few years ago, the swag for the Ride Seattle to Vancouver BC and Party (RSVP) was a big fanny pack. No, a BIG fanny pack. All the obviousness of your chestpack, with the silly fanny pack format. ;)

the tennis racquet bags look great!

Added bonus is that when not on the bike and carrying them around they aren't all "wierd biker person" chic as panniers usually are.

I feel like the front triangle is some unexploited potential.
Could also hose clamp a salsa carry anything cage and strap a tent on the boom. Would add some weight on the front tire for good traction too.
