Carrying luggage under the seat

Hi fellow Cruzers,
I've seen a few references in the forum to the possibility of carrying luggage under the seat of the Silvio. Has anyone actually done this? If yes it would be great if they could share any info, equipment used etc.
I've currently got an Old Man Mountain carrier mounted over the rear wheel for carrying 2 panniers when touring & while this works ok I imagine traction on hills would be much improved if the luggage was under the seat.
I travel light when on tour (no tent or sleeping bag) so fitting a small pack under the seat would be adequate for me.
Any advice welcome,
