I've been a fan of ScotteVest clothes for a while because they have so many pockets. I have shorts, t-shirts, jackets, hoodies, cargo pants, fleeces, rain-proof jacket, puffy jacket...
As the jackets are for aimed at travellers the pockets are only in the front. Some models have removable sleeves using zips to secure them which are ideal for recumbent riders, fishermen, etc.
When they recently they released a jacket called the Transformer for men and Kelly for women which has sleeves that are much easier to remove as they are kept on by magnets I realised the jacket is perfect for wearing on my Quest. For some of you that can ride no hands it would be easy to remove while riding. The sleeves can stow in a special pocket for them in the jacket when not being used.
The mans version has 20 pockets, some have plastic covers so you can operate a phone without removing it, one can even accomodate an iPad! You can also install your ear bud headphones in the jacket where the ear buds have special pockets and the wire is kept in place with tabs and flaps.
One downside is that it is that the body of the jacket is not particularly waterproof. To quote the website: "It is water resistant but not designed to wear during extreme weather." I live in Melbourne, Australia and I have worn mine during a shower without my iPhone getting into trouble so YMMV. The sleeves seems to have more of a coating on them and the rain was beading off those more than the body of the jacket.
One other downside may be the price!
