How to loadup headset bearings to stop sideways movement

How to loadup headset bearings to stop sideways movement.
I have tried pushing down while tightening the tapered clamp, but can still feel movement when braking or doing a U turn.

Is there any parts list showing the exploded view of the headstem suspension and bearings to make sure I have put it all back together correctly!

Might just have run out of

Might just have run out of adjustment on the taper clamp

Back the taper clamp bolt off, lossen the pivot clamp, tap the stack down again, tighten the pivot clamp and try again with the taper bolt.

I was trying to do it

I was trying to do it before putting the stem extension on!!
Silly me!
I used a large screw driver in th egap between the extension and the clamp to apply load while tightening the clamp.
Now great
