Jamis Capri 24" yellow.
I say this bike in a LBS is it worth $280 . Look like it might work but searching said the headset was 1 1/8 is that a problem ?

It might work. The downtube looks a little steep, but that can be worked around. She's a hardtail, I'm sure you noticed.

You can run 650c wheels on it if you want skinny tires. If you are tall and or long legged, the bike will probably be too small. If you are on the shorter side, you'' probably be happy with it. That's a good price for that bike and the stem arrangement should give you no worries.

i still have a few lbs's to explore. define tall. i'm 5'11 i've know many taller friends.

I'm 6' with pretty long legs. My 24" conversion is OK.
