Threadless headset install question

Hi, I have a mtn bike donor that has a 1 1/8" (28.6mm) threadless headset and a new fork with an uncut steering tube.
The kit I bought came with a quill stem that I'm not using. I would like to attach the pivot clamp directly on my fork's steering tube, but the clamp's inner diameter is 1.25" (31.75mm) and my steering tube is 1.125" (28.6mm). Everything would be great if I could find a shim from 28.6 to 31.75 but I can't. Should I search for some narrow headset spacers and use a wedge to stretch the pivot clamp to fit over the spacers? Any other tips? thanks in advance.

You need a one 1.5" length of

You need a one 1.5" length of tube of size 1.25" x 1/16th. Cut a slit down one side. This size tube is pretty common in the building industry in mild steel.
