UCI has published their eSports rules. Nothing too surprising in them including the bike restrictions. The link to their PDF is included from the Zwift Insider link.

For me, none of it is relevant. As long as Zwift doesn’t screw up their main platform to chase after the UCI eSports, I’ll continue to get great workouts and races on my S40.

Recumbent on a stand is dangerous! You cannot draft off a recumbent on a stand!

It's not real clear but I think " (ii) smart bicycles or other equipment compatible with the cycling esports platform" located in the Equipment section 2.1 of the rules allows room for any recumbent that is interested an opportunity to race.
