underseat boxes with access through lift-up seat

putting something below the seat and still having easy access to it does not seem so easy to me. As it is now, i have to mount it lower than the seat, or mount it so it moves forward or backward, or maybe outward to gain access. I think this will affect the structual integrety, allow water to come in, and make it hard to store small things (they fall out when you open the box. Or make it unneasesary heavy.

So, i was thinking that maybe the solution was to make the seat so you lift it up to gain access to the box/boxes.

Well, yes and no. The idea is sort of correct, but i consider this to be behind the seat that supports your back. I was thinking about something under the seat that supports your butt. But the best thing would probably be a combination of both ideas.
