Can a 2013 Vendetta be fitted with 28c tires?

Depends on the Tire, the rim, and the tube. But yes if you get the right combination it's been done several time now. Kline is working such a build right now.

My frame is the 2015 V20. 28mm tires (tubeless) in place with ample clearance. Don't know about the 2013, no doubt someone on here has put 28's on one?

What I'm wondering is, is the 2013 the 1.5 or 2.0 version?

I'm running S One clinchers on my 2014 V 2.0, but like Bob said it depends on rim and what 28mm tire combo.
