138mm and 155mm holes, BB30, SRAM direct mount spider/chainring (you can install a spider-based powermeter that are cheap nowadays, especially newer Chinese that can be had for 400$)
As light as carbon (and good luck finding carbon short cranks), can be had in almost any Q-factor you wish from narrowest road to fat bike given replaceable spindle, and given shorter length I do not think that flex should be much of a problem (though some more powerful people complained about it for standard sized cranks as feedback... other people didn't though, so YMMV).
8000 rubles is 125$ as of now, plus axle 30$ axle plus shipping + chainrings/spider.
Not exactly dirt cheap, but the price is quite solid for what you get I daresay. 2 years of warranty.
I contemplate buying one to be used with above mentioned Chinese power meter.
