Just found out I had the wrong mount bracket on the rear. 160 rotors with 20mm bracket should have been a 180 rotor. Pulled the brakes and the pads were only had 25% contact with the rotor. Had to replace pads and rotor but now I know how to work these brakes. The front is ok with 20mm bracket and 160 rotor.

When first fitting new disc brake and disk, try marking each side of the disc with a black texta, and also the disk pads, then rotate the wheel with the brake applied and see where the texta has been rubbed off!

The black texta should be fully rubbed off of all of the pad!
If there is 1 mm of black at the top of the pad, remove one of the 1.3 mm thick washers from under the brake applicator arm.

The black texta should be fully rubbed off for the depth of the pad+1 mm (15mm for a bb7) down from the top of the disc, and 1 mm of black at the top of the DISC, ADD one of the 1.3 mm thick washers from under the brake applicator arm.
