I don't believe so (Cruzbike themselves are of course the people to ask), but it's easy enough to add a triple to it after the fact. It's exactly what I did.

Would 700c wheels fit .....would they even help maintain 15 to 17 mph?

Lower rolling resistance of a narrow, high pressure tire certainly won't slow you down.
