I rode my Grasshopper in conditions like that, with Continental Contact. If it is really cold, like 3 below, the snow is so frozen that it is not slippery at all. Above freezing, the snow gets wet, and you fall over. Also, he is right about the car tyre-tracks. Cars drive through the snow and create ruts like tram-lines.

And he has mudguards. Very sensible.
