Frozen handlebar on a Quest

I love riding my Quest but the handlebar got stuck/frozen while riding the bike. The attached pic shows the location of the stuck handlebar.
Anyone knows how to fix this or can recommend a bike shop in North Dallas where I can get this fixed?

Is the pedal stuck on the frame? Hard to tell from this angle, but if you rotate the pedal, the front of the bike should be freed up. If not this, could you provide more specifics?

Sorry for the deceptive photo but only the stem is frozen. The pedal has no influence on the stuck handlebar.
