If you are 5'2" with average length legs, you should be tall enough.
If you are a leggy 5'1", you will probably be OK.
You never know until you try. Even the x-seam measurement has limitations in predicting how you will fit on the bike.
The seat is about 25" off the ground, so you need to be able to stand over that.
