Ideal donor frame? Stock 700c wheels, low top bar, full susp

First let me introduce myself. I'm Julien, 28, originally from
Montreal Canada and currently pursuing a Masters Degree in Industrial
Design in Paris, France.

I love alternative bicycle designs and I'm looking into getting my own
Cruzbike conversion. I also happen to drive an electrically assisted,
recumbent trike pedicab, or bicycle taxi around Paris as a student job
(http://www.urban-cab.com ... just noticed they put me on the home page).

I was originally planning to get a Mongoose Incline
(http://www.toysrus.com/product/index.jsp?productId=1986200) on my
next visit to North America over the Christmas Holidays.

However the other day I noticed a bicycle by a French brand that looks
ideal for a Cruzbike conversion: the b'Twin 7. It comes standard with
700C wheels (for the "large" size, they write 28" but they're true
700C's), a low top bar and full suspension with a clever design for
the back.

If I'm not mistaken, this could be the only bike available with both 700C and full suspension?

Take a look at these UK sites in English:
http://www.btwin7.com/en/
http://www.btwincycle.com/EN/b-twin-7-27801613/
http://www.decathlon.co.uk/EN/b-twin-7-34963489/

So I might very well get myself one before they run out... They're
end-of-line right now. But first I'll take a closer look in a local
store, probably this weekend. I'll try to report back.

I was also thinking that if someone here wants one, I could fly one
to North America for the Christmas Holidays. I'll be around Montreal,
Canada and then Westchester County, NY.
I'd offer it to the highest bidder... It has to be worth my trouble
and my student budget could use a little help for the purchase of the
plane ticked and Cruzbike! I can buy one locally for 249 Euros. That's
$320 US or $393 Can (ouch).

Looks interesting but the top bar may still be too high, Julien.
I haven't built a conversion myself so if others who have, would like to jump in here then feel free. :)
I own a Sofrider V2 but having read a lot a lot of the posts on here, I've noticed that folks seem to say that the most successful conversions are usually based on small Y-frames such as girl's bikes. The Walmart Tiara seems to be a particular favourite as a cheap donor bike.
Hope this helps and feel free to ignore my advice.
