Capt_mc, do you have a sense of how big of big bags you're looking for? The largest panniers I'm aware of for recumbents will be bags made specifically for recumbents. For example, Ortlieb's recumbent panniers are 72 liters for the pair, extremely rugged, waterproof, heavy and expensive. Similar giant-sized recumbent panniers are available from Radical Designs and slightly smaller ones (60L?) from Arkel.
