Looking around at the bike shops and reading here I'm am begininning to think the best option is to stick to finding, or buying a cheap, New 24" girls bike from "amazon".

This bike is a 24" at $108. Not sure about shipping.
But assuming that once I get the bike I could then upgrade the front graess, then the rear gears, and on and on as I wish.
What do you think? I could strip the parts and respray the bike to any color I'd like first.

Last time I priced it out, someone please correct me here, If you're intent on those upgrades, The Freerider has you beat in value. just my opinion.

While the Free rider may be a better overall value. It does require a $1000 up front. give or take a little bit.
If I get the cheap bike that cost me under $150 +$400 for the kit I got a bike I can ride to start with for just $550-600. And I could do up grades as I wish or Not. I might decide i'm happy with parts with out changing any of them. So what is the concensus of others here. Is my thinking correct ? Would a pacific girl bike be easily upgraqded. Do most things as cassettes just exchange or it more complext than I know ?

Yeah, I was looking at that bike too for a woman at work who wants me to build her a conversion based on a 24" frame. I was looking for a honda like the one that Jim built for Maria, but can't find those anywhere.

I'm hoping this will work for me. I'm ordering a Mongoose Maxium 26".
Next month I'll order a kit.
