I found at least a temporary solution to the water bottle issue.

. They are aluminum and have a rubber coating already on them. A Home Depot item, they are normally used for routing electrical wires, I believe. I have had success using them to mount racks on bikes without rack bosses, before, so they should be plenty strong for this application.

I do not consider this to be the final solution for this bike, but it will do for now.

That exposed metal on the clamps will probably dig into the paint. You could add a layer of rubber, like a strip from an old inner tube.
