New 24" wheel set for my Q45.

I bought a Pasak brand wheel set which came with 9mm QR. The QR adapters seem very special.. I have asked the OEM for help to acquire 12mm thru axle adapters. Does anyone know about this situation already? Suggestions? The inner diameter of the bearing is 17mm.

It looks like your hubs have removable end caps. This means there is probably through-axle end caps available for those hubs. Check on the hub manufacturer's website.
