Open frame tubes

I have an adjustable seat on my v20 and use the headrest that attaches to it, so removed the original headrest support. There are now two open frame tubes on the back of the bike. Is it okay to leave them open? There is a drain hole on the bottom of the down tube and the chance of me riding in the rain in San Diego is minimal.

I removed the two tubes from the frame. Used a Velcro patch shaped to cover end of the frame and the two openings.
The seat provides protection for the Velcro.

I hadn't considered that crud from the rear wheel would be the more likely culprit than rain. Also don't like the idea of using tape, though it would be easy and effective. I just don't like tape, in general. Using velcro should work with the existing hook strips that already exist on the top surface, but how do you cover the holes on the end?

If you pull up the Amazon link in my previous message you'll see what I'm talking about. You'll just need to find the correct size.
