Yes. It's from a Topeak Beam rack (the slider minus the beam). The corresponding bag is just big enough to allow me to commute to work, but the rack is minimal enough that when I go for a real ride it's almost like it's not there. I have one underneath my V as well.

I haven't done any such testing, but once I'm rolling I can't say that I notice it down there. I teach high school and roughly every other day I commute to school with the bag, and then leave it at school to go for a 30 to 40 mile ride (I call it "taking the long way home"). Every now and then I have to go for that longer ride with the bag on because there is something that I need to carry home. According to Strava, the bag doesn't really slow me down. By the time I get home and climb off the bike, I catch myself being surprised to see the bag there; I would totally forget about it.

I agree, but it's only a fair weather setup. Northern California's weather is nice enough across the year that I can be choosy about when I ride. I see pics of what some of y'all ride through--rain, snow, freezing temps--and I have two conflicting thoughts: better them than me, and what a wuss I am!

Please be aware - the rear stays of a Vendetta or V20 are already very very light and thin. They are not technically designed to be clamped on or have weight added to them in this way, so if you do this type of mod be very careful.

That thing is screwed to the metal. Shoot me down in flames, but it looks to me as if the stays do not come into it at all.

You're both right. On the S30, the bracket is screwed to a connector plate that joins the stays to the main frame. On the V, the bracket is clamped to the stays. Robert's advice is good. I put slightly padded tape down first, and then tightened the screws just...tight...enough. No more.
