Pivot clamp torque specs?

Check for the washers on the pivot clamp bolt, and make sure that sleeve is greased. This is in my experience the most common area for creaking where the washers are not correct:

I have creaking on my V20 from the pivot clamp.
I followed the instructions in the video about the pivot clamp bolts, greased this area liberally, double-checked that two washers are on the sleeve side and one washer is on the bolt side, but I still get creaking. If I don't tighten the bolt enough, the bike is silent, but I can feel that there is a bit of play there. If I tighten it more, there is no play, but a lot of creaking when I pull on the handlebar with force.

Can you recommend a specific torque for the pivot clamp bolt, and more generally, is there a table or manual with torque settings for the Cruzbikes?
 
The V20c is 10 newton-meters, probably the same for the V20. I use some Park Carbon Paste.

One thing that can help with creaking is to spray a bit of silicone lube at the joints and let it wick in. I have also loosened the joints up , slid apart a bit then coat the surfaces with grease, slide back in place and retighten.
