I currently use a seatpost style rear rack that attaches to the seatpost of my Quest 1.0 and extends back over the rear wheel. On top of this I have a handmade bag, but when I've got lots to carry I can strap on panniers to the sides of the rack. Having the load so far back has created an annoying problem. The geometry of the Quest's rear end places a lot of torque on the rear wheel's bearings as the cargo load moves laterally during riding. The high torque quickly deforms the bearings in my rear wheel leading to a wobbly, loose rear end. A solution to this would be to make a custom rack system that keeps panniers right up against the rear seat or puts the panniers below the seat. Unfortunately, neither of those options are particularly quick fixes.
