Complete bike. Rides fine even with a few character-enhancing scratches. It’s green which lowers your carbon footprint. Maybe.
I live near Athens GA and I wouldn’t ship it even if you ask very politely. I’m lazy that way. For the price it’s worth driving to a beautiful college town, having a nice lunch and getting a steal of a deal on a weird bike.
