tight stem on QX100 riser

Just bought a used (virtually new) QX100. Tried to lower the stem on steerer tube riser, with the clamp bolts fully loosened, and I could not move it without badly gouging the paint on the riser. Is it ok to slightly pry apart the two sides of the clamp to try to loosen it, or would that damage it. If not, should I try a penetrating oil, heat the stem, or something else?

If by pry you mean put a slot screw driver in the slot just far enough to take a little tension I would think that would be fine. Don't use oil nor heat would also be my suggestion. Normally fork stem hides under spacer rings and such but in this case because of the extension, the extension is hanging out - not nearly as subtle. For what it is worth I have scratched mine up too - doh!
