Toolbar not showing up

How do you get the toolbar to show up at the top of the Comments box when wanting to respond to a post within a thread? When posting this question the toolbar is prominantly displayed and I could hit the image button and attach a picture if desired. I can see an arrow in the right corner to display or hide the toolbar. Most of the time the toolbar and any ability to display it is lacking. I need to be enlightened.

The toolbar only just

The toolbar only just appeared at the top of my reply posts today, it was there for new posts (sometimes) before. I think JT has been fixing an issue with IE not working well with the site, appears he has resolved it. Thankfully the site now works the way you would expect it to.
