Those are used to buffer the cable housing where it contacts the frame, mainly around the headtube area. The benefit is that it minimizes paint wear.

I had a hard time with them
I had a hard time with them staying on. They kept working loose and coming off so I just left them off.
Without them, the cable housings did abrade the paint quite a bit around the head tube but it was also getting rubbed with them in place, just a whole lot less...

They don't stay on well at all. I don't have any on my bike for that very reason.
