I have rigged up an underseat pannier for my Cruz bike quest (451mm wheels). It consists of an M-Wave double pannier ($35 on Amazon - but I think I bought it for less several years ago) which drapes over the frame under the seat. I mounted it backwards and cut out about a 1 square inch hole (reinforced with gorilla tape) for one of the seat supports. The two seat supports that the seat is bolted to protrude through an already existing slit in the cloth connecting the two panniers, and the 4th seat support is in front of the pannier.
The set-up carries a lot of groceries, is stable, and does not interfere with riding the bicycle. I think I have attached 3 pictures.
