Side wind gusts is the

Side wind gusts is the weakness of front wheel disk. This is because the center of pressure is forward of the steering axis, a side gusts steers the bike away from the gust initially. There is a good article by Tony Foale covering this (search Tony Foale aerodynamics motocycle).

Some days it might be good, in some conditions you would not want it at all. Side wind without gusts can impede your progress if you have large flat surfaces like a disk wheel.

Front disk

During the 1985 IHPVA speed trials that were held at the Indianapolis Speedway. I had the opportunity to attend a talk by Chet Kyle on the development of the 1984 Olympic bicycles. Front disks were tried at that time and discarded not from concerns of side winds, but because they want to "kite" at speed (that is, turn flat to the direction of the air flow). This can also be solved with steering geometry and should not be taken lightly.
