It's pretty well turned-out; I always said there wasn't much of anything you couldn't build with a conversion kit. Looks like a third-generation conversion kit.
I think the rake is pretty normal; typically to mount the conversion brackets you had to turn the fork around backwards so the cassette would clear the fork legs.
The zip ties probably aren't too much of a risk; braking torque is transferred to the fork, not through the hub like disc brakes do. (I probably wouldn't do it that way, though...)
In order to get any sort of upper body involvement, those bars would need to be pretty stiff.
