Definitely a conversion kit.

It is hard to tell but I would be concerned if the fork brace is held on with a plastic zip tie. It should be a stainless steel screw clamp of the type that you repair hoses with at minimum. Something with serious strength and longevity equal or greater than the other parts of the bike because it is likely to get high stress and my even move slightly.

It looks like it could be a lot of fun to ride. And I wonder how well that kick stand works. I could see it working well with two feet.

I'm always glad to see people innovating with bicycles, but ...

Doesn't this lose the advantage of using the upper body that is characteristic of Cruzbikes?

Namely, pulling on those wide (bendy?) bars with their multiple-joint connection to the BB seems inefficient at best.

You don't even need to put your leg over the seat to mount or dismount ... must be quite an experience

Well, why not?
It's pretty well turned-out; I always said there wasn't much of anything you couldn't build with a conversion kit. Looks like a third-generation conversion kit.
I think the rake is pretty normal; typically to mount the conversion brackets you had to turn the fork around backwards so the cassette would clear the fork legs.
The zip ties probably aren't too much of a risk; braking torque is transferred to the fork, not through the hub like disc brakes do. (I probably wouldn't do it that way, though...)
In order to get any sort of upper body involvement, those bars would need to be pretty stiff.
