This happened to me on a v2. I had to take off the front triangle - built a jig to hold the bb end of the top tube, stood on that end and then pulled on some spare handlebars I installed in the other end. I got it loose with lubrication and steady upward pressure and the leverage of the handlebars.
like you - I could turn it just a little so I wiggled back and forth (small amounts) with steady upward pressure and slowly walked it out.
it was either out of round (at the end) or had a big burr on the cut end - I don’t recall- could have been both?

once I got it out (I was scared I never would) it had a track mark zig zagged all the way up the inner telescoping tube. I spent a long time going over that with some pretty fine sandpaper’s (started with a file on the big pieces) and smoothed it all back down.
After that it slid in/out pretty good. I definitely didn’t have to get it down as far into the tube again.
if there is a burr on the outer tube or rust, (Can’t remember the word for aluminum “rust”) that will take some other kind of tool to get that cleaned up.
