would this frame work?

My goal is to get a cruzbike mated with an xtracycle with an efficient no drag electric motor system built in. Seems like I need to forgo the rear suspension in order to carry a passenger from what I have been reading.
Would this frame work with the conversion kit. how much extra is the freerider type handle bar?

It might be close. Judging by the picture of you(?) standing by the built up bike, it looks like the seat pan could be a tad high.

Thanks Mark, no its not my bike, just some examples I found of the frame, here are a few more, mine would have an xtracyle attached like the second picture here.
