I think you would need your cranks so high that your pedaling axis was exactly perpendicular to your steering axis for it to be a problem. Simply not going to happen! The closer you get to 90 degrees, the more leverage your legs have on steering. Most of us probably would not want our cranks at...

I see it now. All there frames are titanium copies of other frames, it looks like. The carbon suspension on the Silvios was indeed of Chines or Taiwanese origin. In fact, someone bought a folding frame from the manufacturer for a travel Cruzbike. They were selling on Ebay for a while.

Some seats already have cutouts. I would try first with something non-carbon, and made that way. Performer fiber-plastic seats have central cutouts.
