    I picked up a Trek 7000 WSD WOmen's ALU step-through 700C hybrid w/ standover about 18", it is very tight down that low, considering a hunk o' plywood with notches for the seat and down-tubes at the preferred seat-pan-height.  Dunno how I'd hold it up. Or, hi-grade PVC with worm-clamps...

    bigger ones YET on some tandems I own, 1 1/4. And the head-tubes meant for "ZeroStack" headsets measure even bigger, well, at the tube-ends not inner part. I DO get 1" fork hits on Amazon and via eBay, often by RST, often 26" or worse: the don't always SAY. Look up HEADSET section...

    Jim, I'd be careful about using SPOX on ANY bike, especially the front wheel. The typical failure-point is the nipples break, and the nipple being at the HUB means you now have a piece of Vectran fiber "string" whipping around from the edge of the wheel...if that catches on anything, your wheel...

    You may wish to think about supporting the seatback from the rear drop-outs if there are eyelets on both sides. You could CUT off the seat-tube...though a nub of it would be nice to prevent the worm-clamps from ever sliding off the rear of the boom, don't laugh it happened on a SoftRide beam on...
