Modifying the Handle bar slider tube

I own an older S-40 with a straight handle bar slider tube that has fittings to mount a bottle cage on the underside of the tube. My issue is the placement of the 2 existing mounting fittings are not in the optimal location for my configuration and better positioned farther away from the handle bars on the topside of the tube. I currently use plastic electrical wire ties to secure the cage lower on the topside of the slider tube. It works well but I would like to permanently secure it with similar fittings on the stock slider tube but on the topside of the tube.
2 Qs 1) can my existing straight slider tube be rotated so the fittings face upwards and would be on top of the bar, this way I could use one of the existing fittings.
2) is there a DIY way to add additional fitting(s) where I need them to be for optimal positioning for my bottle cage.
Any suggestions would be greatly appreciated.

2) Wolftooth Components sells an adapter that allows you to either add two (or three) sets of mounts where there is one, put two mounts offset from the one you have or significantly shift the one set of mounts.
