I've seen heel slings Hostel Shoppe sells heel slings which perform the same function as your heel clips, but maybe your clip idea is better. I have never used such a thing as I use clipless pedals, but I can see there being a market for what you have, especially trike owners.

Water Bottle I recently mounted a bottle cage in the same location and it is really working out well for me. I tend to keep better hydrated as the bottle is right there in front of me. Great looking Silvio, by the way. How are the bar-end shifters working for you?

Even Better than a Hacksaw I like using a high-quality pipe-cutter. The cut is perfect with a machined appearance to the edge. Of course, some folks are better with a saw, so it's all personal preference.
