    Yes the new chain stay is designed to solve that problem. Many spider meters rubbed the old chain-stay; some you could file and make work; now there really is no need just get the new stay if they have them in stock.

    Make the cables long it so much easier and less expensive to shorten them. During the tweaking process you can keep them out of the way with scotch33+ electrical tape.
