The wheels have hubs made by Chosen in Taiwan. They are some of the smoothest around and used by a lot of manufacturers.

Slim, I am pretty sure with the stock wheels a 38c will fit. The limiting factor is the crown height. usually for tires bigger than 32c (at least with our stock 700c rims) I recommend changing to a 650b anymore. But we don't have that as an option on the S40...
